pass a Resolution that; The Municipal Services Committee Acknowledges the Report regarding 2023 Draft Budget/2022 Year End Projection as provided by Cynthia Laprade, Treasurer; AND FURTHER Recommends that Council approves the transfers from the estimated 2022 surplus of $576K as outlined in the report and identified below: $191,183 to offset the costs in the 2023 budget required to produce a balanced budget; $250K transfer to the infrastructure reserve to help reduce the risk associated with underfunded reserves; $100K to reduce the debt financing currently in the draft 2023 budget to help reduce the Debt Service Ratio; and Any remaining balance transfer to Working Fund Reserve; AND FURTHER Recommends that $265K in 2022 be transferred to the Development Reserve as required by under the Ontario Building Code where surpluses directly related to Development are to be transferred to reserve to be used in future years where costs are greater than revenues.
